SAFETY EVALUATION OF EPRI NON-PROPRIETARY REPORT, "BWR VESSEL AND INTERNALS PROJECT, INSTRUMENT L
PENETRATION INSPECTION AND FLAW EVALUATION GUIDELINES (BWRVIP-49)," FOR COMPLIANCE WITH LICENSE RENEWAL REQUIREMENTS The Materials and Chemical Engineering Branch (EMCB) is curre. :ly reviewing a number of reports submitted by the BWR Vessel and Intemals Project (BWRVIP) on the inspection, flaw evaluation, repair, replacement and mitigation of BWR reactorintemals. The intent of these reports is to develop a generic strategy to ensure continued integrity of these components and to address age related degradation, especially from intergranular stress corrosion cracking i
(IGSCC) of stainless steels. These BWRVIP reports contain appendices which demonstrate l
that the reports provide the necessary information to comply with the technical information l
_ requirements pursuant to 10 CFR 54.21(a) and s54.22, and the NRC's findings under l
10 CFR 54.29(a) of the license renewal rule.
l By letter dated August 4,1998, the NRC staff issued its safety evaluation (SE) on the l
BWRVIP-49 report's acceptability for the current operating period. The attached SE is for the license renewal period and finds that the BWRVIP-49 report ensures: 1) its guidance will-
. provide long term integrity of instrument penetrations and 2) compliance with paragraph 54.21 of the License Renewal Rule. The EMCB staff finds that implementation of the guidelines presented should assure the long-term integrity of the instrument penetrations and thus provide an adequate level of quality and safety throughout the renewal term. In addition, the EMCB staff found the report acceptable for referencing in license renewal applications for BWR licensees who have committed to the accept-1 aging management programs in the l
BWRVIP-49 report. Therefore, we request that you issue this SE approving Topical Report
..TR-108695, "BWR Vet. ;el and Internals Project, instrument Penetration Inspection and Flaw g
Evaluation Guidelines" to the BWRVIP for Industry use by reference in plant specific license renewal applications.
