Portart Peport In a letter to you dated February 10, 1986, the chairacn of our' Coard of Directors, Mr. Ualter J. McCarthy, Jr.

provided a copy of the Independent Overview Committee's report to him dated January 30, 1986. Mr. McCarthy stated that Detroit Edison management had committed to accept and inplement corrective actions with respect to the six recommendations of the report and to address the problems identified by the Independent Overview Committee as the underlying factors which were the basis for the recommendations.

On May 30, 1986 the Vice President - Nuclear Operations, Mr. Frank E. Agosti, and I met vith the Independent Overview Committee to inform them of the current status of our efforts to address those issues. On June 27, Mr. Agosti and I, along with morbers of our stcff, agcin met with the Committee to discuss the status of our efforts. At this meeting the Committee response was favorable and its members recommended that Fermi 2 be restarted. The attachment documents our justification and criteria presented to the Committee at the June 27, 1986 meeting. It describes our actions with regard to each of the recommendations and problems identified in their report and discusser the readiness of Fermi 2 for restart.

Many changes and improvements have been accocplished to address the concerns and reccrrnendations contained in the Independent Overview Cocnittee's report of January 30,1986, and the hTC concerns addressed

, in the 10CFR50.54(f) letter of Decsber 24, 1985.

The attached response to your report describes the actions we have taken with regard to each of the six problem areas and the six reccrrendations contained in the report. It also describes certain of

. the other inprovements which have been irplemented as a result of our own introspective assessment. Finally, it identifies those actions which rece.in to be ccepleted and describes the checklists and reviews which will be conducted to assure that they are satisfactorily acccr.plished prior to restart.

As indicated in our response, we believe that with the ccmpletion of the rcraining items, Fermi 2 is ready for restart.
