Dear Mr. Davis:
On March 17, 1987, representatives of Commonwealth Edison Company met with you and members of your staff to discuss the SALP 6 Board Report transmitted by reference (a).
Commonwealth Edison appreciated the opportunity to discuss the report with you.
We acknowledge your conclusions in reference (a) that Braidwood's " performance was acceptable and directed toward quality construction, and safe initial startup activities.
This represents a significant accomplishment considering the transitional construction /preoperational/ operational phases that the station underwent and the extensive effort required by you to resolve construction and licensing issues, all of which required a large commitment of resources".
We are especially pleased with the Board's recognition of the Preoperational Testing, Operational Readiness and Initial Fuel Loading and Quality Programs _and Administrative Controls Affecting Quality areas.
We will continue to strive for excellence in these areas.
Overall, we believe this report is a good assessment of our performance.
We have reviewed the SALP 6 Board Report in detail and identified certain areas where we felt it appropriate that clarifying comments be entered on the record.
These comments are included in the enclosure.

' We are encouraged that the NRC has seen an overall improvement in Braidwood Station's regulatory nuclear safety performance.
The Station has challenged themselves in their goals program to continue their pursuit of excellence.

d COMMONWEALTH EDISON COMPANY Comments on Braidwood SALP 6 Board Report 1
1 Section IV C - Radiological Controls This section cited a " weakness in the generic CECO pld;'t organization change..."
The organizational changes made did not, as indicated in the SALP 6 report, place two intermediate management positions between the RPM and the Plant Manager.
Rather, two new senior management positions were added - the Station Manager and a second Superintendent.
The primary reason for these additions was to improve communications and strengthen overall management.
These organizational changes were reviewed at implementation by the NRC and noted in the SALP 5 Report as changes "which should result in improved communications".
Additionally, Mr. Keppler cited the positive effect of these changes during the Byron Unit 2 Full Power Operating License Meeting.
The addition of the Station Manager allows for policy guidance, senior management oversight and the requisite corporate interface.
He maintains overall responsibility for station operation but relies on the two Superintendents to provide the senior line management functions.
This greater concentration of senior management resources significantly strengthens the overall plant organization.
Section J - Training and Oualification Effectiveness Operator examination pass rate is identified as 83%.
This figure does not include the successful pass of one RO exam upon re-grade.
Braidwood takes NRC identified weaknesses very seriously.
Following receipt of each examination report, Braidwood Station addressed letters to the Production Training Center detailing the simulator related deficiencies.
Corrective actions were requested and implemented.
Following the receipt of the SALP 6 Report, in response to your expressed concern, the Station sent a summarizing letter to the Production Training Center asking for their re-review of the exam reports to ensure the adequacy of the permanent corrective actions.
Our review of the examination reports indicated only one repetitive item, which was a weakness in the operation of the Remote Shutdown Panel, observed in exam groups 1 and 3 for 1986.
Subsequent to Exam 1, additional training efforts and procedural changes were made to enhance the license candidates abilities in this area.
Also, even though the item reappeared in the Group 3 exam report, verbal indication from Ron Higgins (NRC Region III Examiner) was that we had progressed in our ability to operate from i
the Remote Shutdown Panel.
It is Braidwood's intent to provide the most offective operator training program possible for our licensee candidates.
We will continue efforts in that direction.
