Subject:

Inspection Report No. 50-271/87-06

This refers to the routine resident safety inspection conducted by Mr. W. J. Raymond

of this office on March 3 - April 6, 1987, at the Vermont Yankee Nuclear Power

Station, Vernon, Vermont.

The inspection consisted of observation of activities,

interviews with personnel and document reviews.

The results of the inspection are

described in the NRC Region I Inspection Report enclosed with this letter and were

discussed with Mr. J. P. Pelletier of your staff at the conclusion of the inspec-

tion.

We have also reviewed your response and the actions taken to correct the violation

brought to your attention in our letter dated February 6, 1987 (Inspection Report

86-25), concerning the failure to complete inservice testing in accordance with

ASME Section XI requirements.

After reviewing the additional information provided

in your response, we concluded that our initial assessment was proper and will

therefore stand.

This matter will be addressed further by separate correspondence

to determine what additional measures or actions may be required in addition to

those referenced in your March 12, 1987 letter.

Based on a discussion between our inspector and the Technical Support Superinten-

dent or. March 13, 1987, we note that you delayed the start of RHR wear ring in-

spections beyond March 1987 due to the need to process a relief request for meeting

the requirement of Technical Specification 4.7.A.3.

This oral notification meets

your commitment as stated in our letter to you dated February 6,1987 transmitting

Inspection Report 86-25.

We understand that the RHR pump inspections are now

scheduled to begin during the week of April 20, 1987.

Should you plan further

delays in inspections of these pumps beyond April, 1987, please let me know, in

writing, including the basis for the delays.

Within the scope of this inspection, no violations were identified.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of this

letter and the enclosure will be placed in the NRC Public Document Room.
