A routine radiological safety inspection was performed by this office on
March 16-20, 1987, of activities associated with the 1987 refueling outage at
the James A. FitzPatrick Nuclear Power Plant. The inspector reviewed aspects

of the Radiation Protection Program that are described in the NRC Region I
Inspection Report enclosed with this letter.

Within the scope of this inspection, it appears that some of your activities
were not conducted in full compliance with regulatory requirements. Apparent
violations are discussed in enclosure Appendix A.
