Dear Mr. Gannis:

This is in partial response to your letter dated August 4, 1986, in which you requested, pursuant to.the Freedom of Information Act (FOIA), seven categories of records concerning radiation.

You also requested information on the Nugget file.

For your information, records relating to the " Nugget file" portion of your request were subject to previous F0IA requests as follows:

F01A-76-392 (Ford) - All of this request; F01A-79-149 (Weiss) - All of this request; F01A-78-250 (Cubie) - Part of this request; F01A-81-159 (Madden) - Part of this request.

Copies of these records are available for public inspection and copying at the NRC's Public Document Room (POR), 1717 H Street, NW, Washington, DC 20555.

The records are filed in PDR folders under the numbers and names indicated above.

Copies of the records identified on the enclosed Appendix A are available in the PDR. Copies of the records identified at numbers 7, 8 and 9 listed on Appendix A will be filed in PDR folder F01A-86-608 under your name. The remaining records are maintained in PDR files by the NUREG report numbers.

Concerning your category 3, the staff noted that the maximum doses from the Three Mile Island accident were due to radioactive noble (inert) gases such as xenon and krypton. The maximum estimated doses were between 80 and 100 millirem assuming that the individuals were continually outdoors during the period March 28-March 31, 1979. These doses occurred close to the reactor site on the east bank and on a nearby island.

Concerning your category 4, the staff sugge',ted that you refer to 10 CFR Part 20.106(e) and 10 CFR Part 50, Appendix I, of the Commission's regulations and 40 CFR Part 190 of the Environmental Protection Agency's regulations. Copies of these regulations are available in local public libraries.

Concerning your category 5, the staff noted that there are no Federal entities with a direct responsibility for studying populations around nuclear power plants.

The NRC had a study performed by a contractor to determine the feasibility of studying various populations exposed to radiation.

That study, NUREG/CR-1728 which is identified at number item 11 on Appendix A, concluded that any potential increases in adverse health effects from the routine operation of nuclear power plants would be too small to distinguish from the natural ratas.

Mr. Gannis The Department of Health of the Commonwealth of Pennsylvania has performed several follow-up studies of the population around the Three Mile Island reactor. Reports of these studies may be available from the Division of Epidemiology Research, Pennsylvania Department of Health, Harrisburg, Pennsylvania 17120.
