ENCLOSURE TO NYN-87057 NHY RESPONSE TO NOTICE OF VIOLATION Notice of Violation 87-08-01 Technical Specification Section 6.7.1 requires in part that, written procedures be established, implemented, and maintained covering Emergency Plan implementation.
Emergency Plan implementing procedure ER-1.0, " Classification and Notification of Emergencies at Zero Power", Revision 1, requires in part that notifications of the state authorities of both New Hampshire and Hassachusetts be completed within 15 minutes after the declaration of an Unusual Event.
Contrary to the above, on February 11, 1987, an Unusual Event was declared at 3:30 p.m., however, Massachusetts was not notified until 4:00 p.m., 30 minutes af ter declaring the Unusual Event.
Response
The fact that the Commonwealth of Massachusetts was not notified within 15 minutes after the declaration of the Unusual Event is correct. The delay in notification of the Commonwealth of Massachusetts was due to the uncertainty of the Commonwealth's participation in the emergency planning efforts for l
Seabrook Station.

Aa a result of an inittal assessment of activities associated with the declaration of the Unusual Event on February 11, 1987, the following actions l
were implemented:
- 1) Hanagement directives were provided to all Shift Superintendents 1
that, when procedures require the declaration of an emergency class, 1
the State of New Hampshiro and the Commonwon1th of Hannachusetts shall be notified within the required time frame.

- 2) An internal evaluation of the activities surrounding this event was j
initiated. The results of this evaluation have been compiled into a f
management report with specific recommendations concerning the 1
event. This report has been issued to all managers who have direct responsibility for the specific recommendations.

- 1) Emergency Response Proceduren have been reviewed and, where necessary, revined to improve guidance to operators in clansification j

- 2) Training will bo provided for all Shift Superintendents Unit Shift Supervisors, and Operations Management. The training will emphasize the requirements of Emergoney Hosponse proceduren for clannification 4

tion of the emergency. Tho training is ncheduled to begin in April, 1987, concurrent with tho next 6 week nogment of operator requalift-

cation training, and is expected to be completed by June 15, 1987.
