Dear Director:
This is a request to expedite the publishing of the enclosed Federal Register Notice for the Nuclear Regulatory Commission. The notice was hand carried to the NRC Coordinator for these notices on August 23 at 5:00 p.m.
We understand our contract carrier failed to pick up the notice on Friday August 29, 1986.
If this notice is not published by Wednesday, September 3, 1986, so the 30 day notice period expires Friday, October 3,1986, the result would be unneces-sary delays in restarting the plant, which would not be in the best interest of the public. The ECCS interlock instrumentation involved in the amendment must be installed and operable on Saturday, October 4,1986, so that the licensee may use the residual heat removal system (of which the interlocks are a part) for decay heat removal during the first refueling outage.
Resched-uling work involving these interlocks will prolong the outage and delay restart of the plant.
