Meeting Summary: An Enforcement Conference was held at NRC Region I Offices

on March 25, 1987, to discuss the find ags of NRC Inspection No. 333/87-07.

This inspection described several radiation protection program breakdowns

which resulted in a worker exceeding the NRC quarterly extremity radiation

exposure limit. This meeting was attended by NRC and licensee management.

The licensee presented background and supplemental information concerning the-

event leading to the overexposure and also described immediate and long-term

corrective actions.

2.0 Introduction  ;

The Enforcement Conference was held at the request of NRC Region I manage- )

ment to discuss the apparent violations identified during Inspection i

87-07. The discussion at this conference focused on the apparent viola-

tions; their significance, cause, and licensee immediate and long-term

corrective actions.

3.0 Discussion

Following introduction of personnel at the conference, NRC personnel

presented a brief summary of their understanding of the events which lead

to the occupational extremity exposure to a contract worker in excess of

After presenting this summary the Licensee was asked to provide their

,

perception of the event, any additional qualifying information, and their

corrective actions, both initial and long-term, to prevent recurrence.

4.0 Licensee Presentation

The licensee's presentation included a summary of the events leading to

the overexposure. The licensee then presented the results of their

l investigatien as to the causes of the incident. In addition, immediate

and long-term corrective actions, were discussed. Following the presen-

i tation, the licensee concluded that their findings were in general

agreement with those of the NRC,

5.0 NRC Response

t NRC management concurred with the licensee's identification of the causes

i

that directly contributed to an extremity overexposure to a contract

worker. In addition, their examination of the investigation and correc-

tive actions licensee's found them to be both detailed and broad in scope.

6.0 Conclusion

NRC Region I management stated that the licensee would be informed of any

appropriate enforcement action addressing the extremity overexposure of

'

the worker and associated violations at a later date. At that point the

meeting was adjourned.
