" confirmatory," we request that Washington Public Power Supply System agree to submit to the NRC a turbine maintenance program based on NRC approved manufacturer's analyses of the probability of missile pro-i ducing turbine failure within 3 years of obtaining an operating license.

l If such a program is not received and approved by us within 3 years, the applicant is to inspect all LP turbine rotors during the second refueling outage. A similar request was also made for WNP Unit 2.

I - We will provide a detailed final evaluation for the WNP-3 SER on receiving the applicant's agreement to our request.

1 ATTACHMENT TURBINE MAINTENANCE COMMITMENT FOR THE WNP UNIT 3 MISSILE ISSUE We have reviewed the WNP Unit 3 facility with regard to the turbine missile issue and conclude that the probability of unacceptable damage to safety related systems and components due to turbine missiles is acceptably low (i.e., less than 10' per year) provided that the tur-bine missile generation probability is maintained to be 10'4 per reactor year or less for the life of the plant by an acceptable main-tenance program. In raching this conclusion, the staff has factored into consideration the' favorable orientation of the turbine generator.

The staff considers the turbine missile issue as a confirmatory item if the applicant agrees to:

a) submit for NRC approval, within three years of obtaining an operating license, a turbine system maintenance program based on the manufacturer's calculations of. missile generation probabilities, or i b) volumetrically inspect all low pressure turbine rotors at the second refueling outage and every other (alternate) refueling outage thereafter until a maintenance program is approved by the staff; and conduct turbine steam valve maintenance, (following i

initiation of power output) in accordance with present NRC recom-mendations as stated in SRP Section 10.2 of NUREG-0800.
