e AUS 271986 Docket No. 50-295 Docket No. 50-304 Comonwealth Edison Company ATTN: Mr. Cordell Reed Vice President Post Office Box 767 Chicago, IL 60690 Gentlemen:
SUBJECT:
COST ESTIMATE FROM COMMONWEALTH EDISON COMPANY FOR THE INSTALLATION OF ADDITIONAL CIRCUITRY AT THE ZION NUCLEAR POWER PLANT'S EOF BUILDING AND PERMISSION TO USE SITE PROPERTY FOR CONTINGENCY TELECOMMUNICATIONS Reference is made to a comunication survey which was conducted at the Zion facility by an NRC contractor representative on December 10, 1984. Based upon this survey, NRC Region III is initiating arrangemer.ts for the installation of contingency telecomunication equipment at the Zion site.
These arrangements consist of obtaining Conronwealth Edison Company's cost estimate to install additional telephone circuits in the Zion EOF and formalized permission to install a temporary antenna during emergencies, or as described below. The circuits and antenna location are essential elements of our emergency telecomunications plan for the Zion site.
It should be noted that, with the exception of the equipment installation described below, commt.nications equipment will only be installed at any of the communications sites in the event of an actual emergency or NRC participation drill, and will be rcmoved imediately at the termination of the emergency or drill.
We are seeking Commonwealth Edison Company's estimate for labor and material to accomplish the following tasks:
1.
Install two WE-742 Terminal Blocks; one located in the NRC area in the EOF, the oth9r outside of the EOF at a level accessible from the ground, exact plerement to be determined by Commonwealth Edison Company. The terminal block outside of the EOF should be labeled for NRC Emcrgency Use Only and be housed in a weatherproof container to protect it from the elements.
2.
Install two DC control pairs (voice quality circuits) from the EOF terminal block to the outside terminal block. The wire for the control circuits should be at least equal in quality and size to that installed for voice quality telephone circuits by a telephone company.
Following receipt of your estimate, NRC Region III will issue the necessary purchase order. Work should not commence prior to receipt of the purchase order.
