Gentlemen:

This refers to the inspection conducted by Mr. P. H. Harrell of this office

during the period July 1-31, 1986, of activities authorized by NRC Operating

License DPR-40 for the' Fort Calhoun Station, and to the discussion of our - -

. findings with Mr. W. G.~ Gates, and other members of your staff at the

! conclusion of the inspection.

Areas examined during the inspection included operational safety verification,

,

maintenance, surveillance, plant tours, safety-related system walkdowns',

4 security observations, and followup on a previously identified item.'

i Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

j observations by the irspector. The inspection findings are documented in the

-

enclosed inspection report. -

! During this inspection, it was found that certain of your activities were in '

'

violation of NRC requirements. Consequently, you are required to resp'ond to

i these violations, in writing, in accordance with the provisions of c

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations. Your response shoW ' be based on,the specifics contained-
in the Notice of Violation enclosed with this letter. ,n. -

We are concerned with the apparent lack of attention to details as' evidenced

by the violations in the attachment. Your response to the Notice of Violation -

should specifically address corrective actions that will assure that your

employees are sensitized to correcting the attitudes which allo $ these types '
