REFERENCE:

1.etter from J. F. Opeka to V. S. Noonan, Millstone Nuclear Power Station, Unit No. 3 ATWS Rule - Implementation Plan, dated November 5, 1986.

In your letter dated November 5, 1986, you stated your intention to comply with the requirements of 10 CFR 50.62 for Millstone Unit 3 by the end of the second refueling outage, scheduled to begin during the third quarter of 1989.

You also stated your intention to submit the plant specific information addressing each of the fourteen items contained in the Staff's Safety Evaluation in the first quarter of 1988.

We have reviewed this information and find the schedular commitments acceptable, although we recognize that implementation will not be complete before the Staff's July 1,1989 pro.jected completion date. The staff expects to complete its review within 6 months of the date of receipt of the plant specific information, addressing each of the fourteen items contained in our Safety Evaluation.
