Gentlemen:

This refers to the investigations conducted by Mr. M. E. Emerson of the

Region IV NRC Office of Investigations (01) during the period March 5-August 25,

1985, concerning potential wrongdoing at the Wolf Creek Generating Station (WCGS).

Areas examined during these four investigations included allegations of

harassment and intimidation by supervisors of Daniel International Corporation

(DIC), an allegation of falsification of inspection records by DIC supervisors,

an allegation of falsification of inspection records by a Technical Metals

Incorporated project engineer, and an allegation that DIC quality engineers and

{

a DIC supervisor were using marijuana and/or cocaine. The 01 findings are

-

documented in the enclosed synopses.

As you know, the NRC is currently evaluating the adequacy of the WCGS Quality

First(Q1) Program. Consequently, any enforcement actions related to the

findings discussed in the enclosed synopses will be sent to you following the

completion of our ongoing evaluation of the Q1 Program.

In accordsnce with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.

Should you have any questions concerning these investigations, we will be

pleased to discuss them with you.
