Dear Mr. Bauer:

During the current maintenance / refueling outage for the Peach Botton Atomic Power Station, Unit 3, inspection of. recirculation system piping revealed a number of unacceptable ultrasonic indications. You took corrective action either to repair or provide mitigation for this piping and reported the results of the inspection and analysis including repair procedures and mitigative actions in letters to the NRC dated October 11, 1985, November 15, 1985, November 27, 1985, and January 7,1986.

Based on our review of these submittals and related discussions with your staff, we found that the corrective actions you took were acceptabl.e for plant restart. However, we have also determined that additional requirements should be implemented for operation during the next cycle. The bases for the staff's conclusion are contained in the enclosed Safety Evaluation.

By letters dated November 27, 1985 and January 7,1986, you comitted to implement these requirements. Based on these comitments and the acceptability of your corrective actions, the Comission has issued the enclosed Confirmatory Order, a copy of which is being filed with the Office of the Federal Register for publication. By letter dated February 27, 1986, the staff authorized restart of Unit 3 referencing the above comitments and these icpending Confirmatory Orders.
