I am appealing for your help as a representative for the people.

There is great concern in the Saginaw Valley about the twin nuclear reactors under con-struction in Midland. Great fear and mistrust exists in regard to Consumers i

Power Company's ability to build a safe plant. ha need someone to help us make 1

sure Midland is a safe plant.

Both Consumers and 8echtel Construction have been cited for failure to comply with laws regulating atomic power.

They seem to view citizens concern for quality assurance as inconsequential.

The Nuclear Regulatory Comission is supposed to be the quardian of the public and assure us of safe nuclear plants.

I beli(ve they are grossly lacking in this respect.

The NRC Regional Administrator, James Keppler, is well aware of the serious problems at Midland. He knows about allegations of false statements by Consumers to the NRC and serious quality assurance deficiencies and numerous major on-going investigations. And yet, he gives his reasonable assurance that Midland is going well.

There are questions that need to be answered. Why has the NetC allowed work to begin on the underpinning work to correct the soil settlement problem without the quality assurance implementation audit requested by the ACRS? Why has the investigation into the Governmental Accountab'ility Project allegations not been completed? Why has the NRC failed to produce results of an October-November l

1982 inspection that resulted in a major work stoppage? Why did Mr. Frppler forego his staff's reconnendations in October about Midlan8's problems and state that quality assurance ws under control? Why has the " Secret Stipulation" reached between Consumers and Mr. Keppler in Spring 1981 not been released?

These are just a few of the unanswered questions the public has which add to the disbelief of the NRC's ability to truly regulate the nuclear industry.

l As citizens we do not know where to turn for the truth and for tha assurance 1

f or our safety. We now turn to you to use your position as our representative to get the answers and truth.
