MIDLAND SSER As requested in your memorandum of June 9, 1982, attached are SSER writeups'for Items 1, 5 and 6 (identified in Enclosure 2 of your memo) addressing concerns in the ACRS Interim Report of June 8, 1982. Drafts of the three writeups were transmitted to Daryl Hood on June IE, 1982 and a revised writeup of Item 6 was transmitted to Mr. Hood on June 22, 1982. If you have any questions, please contact myself or Mr. W. Little of my. staff.

' In view of the overall concern about Midland quality assurance the NRC should arrange for a broader assessment of Midland's design adequacy and construction quality with emphasis on installed electrical, control, and mechanical equipment as well as piping and foundations. Response
,NRC Region III will implement an augmented audit of operations at Midland during the early years of operation. The scope of this program will be developed prior to the issuance of an operating license and will be based on the following:

Resident Inspector Experience - A construction Senior Resident Inspector has been at the Midland site since July 1978. An operations Resident Inspector will be assigned to Midland starting August.8, 1982.

. Operating experience with other Consumers Power Company duelear power plants.

Regional inspection experience with the-lic'ensee's performance in conducting the preoperational and' hot functional test programs. This
- will be an augmented inspection effort going beyond the current inspection program.

Results of the regional based team inspection to evaluate the operational quality assurance program.- This inspection begins'approximately
- six months prior to the issuance of an operating lic.ense.
The routine inspection program provides extensive coverage of. react,or operations during the first year of operation.. Experience from the routine program will be used to " fine tune" the augmented audit of operations.
