Gentlemen:
On August 2,1986 it was determined that 2VX-28 (Containment Air Return Exchange and Hydrogen Skimmer System, Train 8) was not environmentally qualified.
Since diesel generator 2A was inoperable at the ' time, both trains of the hydrogen skimmer system were inoperable, placing the unit in Technical Specification 3.0.3.
The Licensee Event Report for this incident will be delayed until September 12, 1986.
