Oyster Creek Nuclear Generating Station Docket No. 50-219 License No. DPR-16 License Amendment Request No. 156 Pursuant to 10CFR50.90, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, requests an amendment to the license.

The proposed amendment would add the Plan for the Long Range Planning Program to the license. No Appendix A or B Technical Specifications are affected by this amendment. The proposed amendment, Plan, and Significant Hazards Consideration are attached.

GPU Nuclear recognizes that the NRC Staff and proposed Commission policy statements on integrated implementation schedules have encouraged submittals of similar amendments by licentaes on a voluntary basis, as a means of providing the licensee with additional flexibility in the implementation scheduling of regulatory requirements. We believe that, if such flexibility is obtained, the proposed amendment would be of benefit in that it would result in:

1) optimizing the allocation of GPU Nuclear and NRC resources among those projects necessary to assure the continued safe, reliable and economic operation of Oyster Creek; and 2) achieving an appropriate balance and prioritization among all proposed projects based on their relative value and effect regardless of source, thereby providing a rational basis for planning, scheduling and implementing necessary plant projects at Oyster Creek.

This amendment request has been reviewed in accordance with Section 6.5 of the Oyster Creek Technical Specifications. We have concluded that this proposed amendment does not constitute a significant hazards consideration.
