Subject:

Response to Notice of Violation in NRC Region I Inspection Report No. 50-029/87-01

Dear Sir:

This letter is written in response to the violation identified in Appendix A, Notice of Violation, of reference (e). The violation concerns the lack of a unique procedure being used to perform a 1980 survey of masonry walls. This survey served as the basis to Yankee's response to Item No.

1 of IE Bulletin 80-11.

As stated in our letter of February 26, 1987 [ Reference (d)], it is Yankee's position that the 1980 survey was performed using instructions appropriate to the circumstances, as required by 10CFR50, Appendix B, Criterion V.

The methods used by Yankee were appropriate since all masonry walls which require evaluation either have been or are being evaluated as part of the Systematic Evaluation Program.

The following corrective steps are being taken:

(a) A complete resurvey of masonry walls is being undertaken. This resurvey will be done using a procedure developed specifically for this task.

The following corrective steps will be taken to avoid further violations:

(a) All future surveys of masonry walls will be performed using a procedure / instruction developed specifically for the survey.
