ULNRC-1440 DOCKET NUMBER 50-483 CALLAWAY PLANT REVISION TO TECHNICAL SPECIFICATION 3/4.7.5 ULTIMATE HEAT SINK Union Electric Company herewith transmits one original and 37 conformed copies of an application for amendment to Facility Operating License No. NPF-30 for Callaway Plant.

This amendment application requests that the Action Statement associated with the Ultimate Heat Sink be divided into 2 separate Action Statements to provide clarification and to delineate the fact that there are 2 separate trains of cooling available (100 percent redundancy) for the Essential Service Water System.

Currently as stated, the Action Statement requires declaring the Ultimate Heat Sink inoperable if one train of the cooling tower has an inoperable cell.

If the Ultimate Heat Sink is inoperable, then both trains of the Essential Service Water are inoperable, and cascading would require entry into the much more restrictive action required by Technical Specification 3.0.3.,

3, and 4 contain the Proposed Technical Specification Change, the Safety Evaluation, and the Significant Hazard Evaluation in support of this amendment request.

The proposed changes will become effective for Union Electric implementation upon NRC approval.

Enclosed is a check for the

$150.00 application fee (Enclosure 1) as required by 10CFR 170.21.
