Chairman Jackson's Comments on SECY 99-024 I approve of the SPA Task Force recommendations as presented in the paper. However, I believe 116 aper does not go far enough in addressing at least one issue, summarized as follows:

In the past several years, the range of terrorist events (both unsuccessful and successful) would suggest the possibie need to re-evaluate the NRC design basis threat (DBT) as currently defined in 10 CFR 73.1. If such a re-evaluation is called for, it should precede any NRC or industry efforts to issue guidance on drill scenarios-and, in fact, if a change to the DBT is warranted, the associated evaluations and rulemaking should be synchronized with the Task Force recommendations.

1 request that the staff provide the Commission with a supplemental paper that addresses this

,issue.

In addition, I would ask the staff to ensure that this program is revised in manner compatible with the ongoing changes to the overall NRC inspection and assessment program (i.e., with criteria for measurement, thresholds for action, and a focus on outcomes).
