Request for Additional Infomation en Generic Letter 83-28, Item 2.1 (Part 2), " Vendor Interface Program" for Sequoyah Plant, Units 1 and 2 By letter dated November 7,1983, the Tennessee Valley Authority (TVA) responded to Generic Letter 83-28, Item 2.1 (Part 2), " Vendor Interface Program," for the Sequoyah Nuclear Plant, Units 1 and 2.

The staff has reviewea this submittal and the results of this review are discussed below.

The staff is aware that the large majority of the reactor trip system components and equipment are supplied.as part of the Nuclear Steam Supply System (NSSS) and would be covered under an existing interface program with the NSSS Vendor.

Accordingly, the revised staff review guideline now requires that utility responses include a brief description of the interface program between the utility and the NSSS vendor th~at is sufficient to confinn that (a) the prograr:

is currently in place and functioning; (b) the program will continue throuchout the life of the plant; (c) periodic contact is made with the vendor to assure that all applicable information has been received; (d) a system of positive feedback is used with the vendor such as written licensee verification of receipt of mailed technical information; and (el confirmation that aoolicable vendor information is incorporated or referenced into appropriate plant instructions and procedures.

Cased on its review of the information provided in the November 7, 1983, the staff has reached the following conclusions:

(1) A vendor interface exists between the Tennessee Valley Authority l

(TVA) and the Sequoyah NSSS verder but no description of how it functions is presented.

(2) No information is presented that would indicate that the NSSS vendor l

interf ace program will continue through the plant life.

1 (3) The TVA submittal states that the NSSS vendor supplies infomation but does not indicate that periodic contact is initiated and maintained which assures that all applicable information is received.

The staff has concluded that TVA needs to supplement its response to include a

. confirms that the program will remain functional'throughout the plant life;

- confinns that periodic contact with the vendor is initiated and maintained which assures that all applicable information is received; and describes a positive i
