Gentlemen:

SUBJECT: REPORTNOS.50-32h86-42AND50-366/86-42

The NRC Systematic Assessment of Licensee Performance (SALP) Board has

completed its periodic evaluation of your Hatch facility.

The facility was

evaluated for the period July 1,1985, through December 31, 1986. The results

of the evaluation are documented in the enclosed SALP Board Report

(Enclosure 1).

The report will be discussed with you at your offices in

Atlanta, Georgia, on March 31,1987 at 1:00 p.m. (EST).

The performance of your Hatch facility was evaluated in the functional areas of

plant operations, radiological controls, maintenance, surveillance, fire

protection, emergency preparedness, security, outages, training, quality

programs and administrative controls affecting quality,

and licensing

activities.

The overall performance of Hatch was satisfactory.

We have noted the

reorganization of site management and the stationing of a Vice President at the

site as an effort to improve plant performance at Hatch.

Improvements have

been noted in the functional areas of fire protection, emergency preparedness,

and training.

Improvements in training have been especially noteworthy.

In the functional area of maintenance, our inspections have revealed that

Georgia Power Company has expended considerable resources in the upgrading of

programs in the maintenance area to improve performance.

These programs

include improved training for workers, procedures upgrade, and predictive and

preventive maintenance. In addition, reorganization and management changes at

Hatch indicate that improvements in maintenance are being aggressively pursued

by Georgia Power Company management. Although increased management attention

and extensive program improvements have been observed, our observations also

indicate that the upgraded programs have not yet been fully implemented at the

working level. We recognize that improvements take time to be fully effective

and we recommend that increased management attention continue to be focused on

the maintenance area.

Performance in the functional area of security was less than desired and

management attention should be increased in this area.

The number and

repetitive nature of the violations in the security area indicated a programma-

tic breakdown; however, improvement was seen during a regulatory ef fectiveness

review inspection of this area at the end of the assessment period,

facilities should be submitted to this office within 30 days following the date

of our meeting in Atlanta, Georgia. Your comments, a summary of our March 31,

1987 meeting, and my disposition of your comments will be issued as appendices

to the enclosed SALP Board Report.

Should you have any questions concerning this letter, we will be glad to

discuss them with you.
