NOTICE OF VIOLATION

(NRC~INSPECTIONREPORTNO.50-281/86-36).

This refers to the~ routine safety inspection conducted by Mr. F. A. Maura of

our Region III-office on November 13 - 20, 1986-and February.9, 1987, of

activities at Surry Power Station, Unit 2, authorized by NRC Operating License

.No. DPR-37 and to the discussion of our findings with Mr. H.~ Miller and others

of your staff on November 20, 1986, at the conclusion of the inspection and

during a subsequent telephone discussion with H. Miller on February 9,1987.

The enclosed copy of our inspection report identifies areas examined during the-

inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

As stated'in the report, the Type A test as-found condition of the Surry Unit 2

was a' failure and, pursuant to 10 CFR 50, Appendix J, Section III.A.6.(b), a Type-

A test shall be performed during each plant shutdown for refueling until two

consecutive Type A tests. meet-the acceptance criteria of Appendix J.

required.

Your attention is invited to the unresolved items identified in the inspection

report. These matters will be pursued during future inspections.
