Gentlemen:

SUBJECT: REPORT NOS. 50-327/86-48 AND 50-328/86-48

Thank you for your response of December 15, 1986, to our Notice of Deviation

issued on November 14, 1986, concerning activities conducted at your Sequoyah

facility. Your response indicates that TVA considers that onjy items specifically

listed as commitments in the Sequoyah Nuclear Performance Plan (SNPP) are

commitments, and that actions listed elsewhere are considered " intentions." The

NRC considers all proposed actions listed in the SNPP to be commitments unless

specifically stated otherwise. As stated in the Notice of Deviation: 7

Tennessee Valley Authority submitted to the NRC by transmittal dated

July 17, 1986, their revised Sec uoyah Nuclear Performance Plan.

Paragraph II.4.1.3 states that the Maintenance Department has implemented a

program of completing written Employee Performance Reports quarterly. It

further states that the first quarterly evaluations have been completed and

the second evaluations are under way.

We continue to consider the conduct of these quarterly evaluations a commitment

and the failure to conduct them within the designated time frame a deviation.

Your proposed corrective actions for this deviation appear adequate and

implementation will be examined during future inspections. Since the NRC

considers other proposed actions in the SNPP to also be commitments, versus

" intentions," you may want to consider adding these items to your Corporate

Commitment Tracking System to help prevent further failure to meet these

commitments.
