THE STATE OF NEW HAMPSHIRE'S SUPPLEMENTAL ANSWERS TO SEACOAST ANTI-POLLUTION LEAGUE'S INTERROGATORIES AND REQUESTS FOR DOCUMENTS TO THE STATE OF NEW HAMPSHIRE ON EMERGENCY PLANNING FOR THE STATE OF NEW HAMPSHIRE PROPOUNDED ON APRIL 17, 1986 The State of New Hampshire hereby supplements its response to Seacoast Anti-Pollution League's Interrogatories and Requests for Documents to the State of New Hampshire on Emergency Planning for the State of New Hampshire, propounded on April 17, 1986.

SUPPLEMENTAL ANSWERS TO SPECIFIC INTERROGATORIES Interrogatory No. 1 The monitoring pool is no longer 13; updating of the personnel roster has resulted in an addition of 13 persons for a total of 26 monitoring personnel. This update will be reflected in the next revision to the NHRERP. Also, federal assistance for monitoring is available through PRMAP as described in NHRERP Volume 1, Section ,

1.4.4 and Section 2.5.3.

. . . Interrogatory No. 1(a)

The monitoring pool now totals 26. The revised roster-will be placed at page A-2, Appendix A, DPHS Procedures, Volume 4A of the NHRERP.

Interrogatory No. 1(c)

The third sentence on should be deleted, and the following inserted in its place: Five people are with the Division of Waste Management, in the Department of Environmental Services; one person is from the Division of Public Health Services ("DPHS") Environmental Health Risk Assessment unit; thirteen people are from the DPHS Office of Disease Prevention and Control; five people are from the DPHS Office of Health Protection; and two people are from the DPHS Information Services unit. This revised roster will be placed at A-2, Appendix A, DPHS Procedures, Volume 4A of the NHRERP.

Interrocatory No. 1(d)

After the last sentence, insert: Training and experience for new members of the monitoring team pool will be the same as that received by existing members, and will be provided on an ongoing basis.

Interrogatory No. 1(e)

Both Appendix B and C, DPHS Procedures Volume d?., NHRERP describe the specific methods used by field monitoring personnel for radiological monitoring, and a general description may ee found at Volume 1, NHRERP, 2.5.3e and f. Add "2.5.3f" to the last sentence.

Interrogatory No. 1(f)

Delete written response and insert: The specific survey and meteorological instruments used by the field monitors are identified in Appendix G, DPHS Procedures, Volume 4A, NHRERP. The RO-2A ionization chamber described in Appendix G has been replaced with an RO-2 ionization chamber. The next revision of Appendix G will reflect this change.

Interrogatory No. 1(h)

Delete the last sentence of this response.

Interrogatory No. 1(j)

Insert after the last sentence: Furthermore, federal assistance is available through FRMAP as described in NHRERP, Volume 1, Section 1.4.4 (pg. 1.4-8) and Section 2.5.3d (Pg. 2.5-5).

Interrogatory No. l(m)

Last sentence should be changed to read: See NHRERP, Volume 1, 2.5-7 and Appendix C, DPHS Procedures, Volume 4A, NHRERP.

Interrogatory No. 2(b)

In paragraph two, change all references to "100 cp'm" to "100. cpm above background," and delete all-references to 0.15 mR/hr. Also replace the last paragraph with: Appendix F, DPHS Procedures, Volume 4A, NHRERP, and the Host Community Plans Volumes 33, 35, 36, and 38, NHRERP all contain descriptions of the decontamination process.

The answer to interrogatory 2(c) should be deleted and the i

following inserted in its place: The following showering facilities are shown in the floor plans for decontamination facilities at the reception centers in Appendix B of Volumes 33, 35, 36, and 38, and Appendix F of Volume 4A NHRERP:

1. The permanent acceptance of any contaminated materials generated in the cleanup process;
2. The decontamination and return of any equipment used in the cleanup process; and
3. Replacement of or reimbursement for any equipment that cannot be returned.

Delete written response and. insert: Commercial vehicle washing facilities are available in the host communities. After' personnel decontamination is completed, host community staff will direct vehicles to these facilities. See Appendix B, Volumes 33, 35, 36, and 38, NHRERP for description of procedures and information given to owners.

Interrogatory No. 4 Delete that portion of'the written response which follows sentence 4, and insert: Documentation of this commitment is found in Volume 5, NHRERP. NHRERP Revision 2 deletes all reference to " local brokerage." Therefore, interrogatories 4(a) through-4(j) are no longer relevant.

Interrogatory No. 5(c)

Delete written response and insert: The Department of Public Health Services (DPHS) has a total of 248 full-time employees from 290 full-time positions authorized.

6-Interrogatory No. 5(d)

Delete written response and insert: Appendix A,-Volume 4A, DPHS Procedures, NHRERP describes the deployment of DPHS personnel. A pool concept is utilized which allows for-flexibility in deployment of staff for Decontamination Centers and Monitoring Teams to assure implementation of Appendix C and Appendix F, Volume 4A, DPHS Procedures, NHRERP.

Interrogatory No. 5(f)

Note that a total of seventeen (not eighteen) facilities are contacted by DRED; and that the DRED Procedures are contained in Volume 4B (not Volume 4) of the NHRERP.

Interrogatory No.-6(a)

Insert the following changes in the reference citations: In the i .

Interrogatory No. 6(e) l Delete written response and insert: Yes. As indicated in Volume'l of NHRERP Section 2.6.5, the dose reduction factor for l typical structures is assumed to be 0.9. This is considered a conservative assumption by the NHRERP text.

. _. . Interrogatory No. 6(g)

Delete written response and insert: Mario Vigliani . of :11MM Associates, and Michael M. Nawoj of the New Hampshire Civil Defense Agency (NHCDA) conducted this survey. Mr. Vigliani is a health physicist planner. Mr. Nawoj is Chief of the Technological Hazards Division of the NHCDA. Furthermore, a survey of Exeter Academy buildings and Kensington Elementary School was conducted by Wayne Roswell, now with the State Department of Transportation, in 1986.

The Greenland Elementary School was surveyed by Herman Wunderlick in

-1987.

Interrogatory No. 8(d)

Delete written response and insert: The State has agreements that reflect the availability of more than 500 buses and 60 ambulances and vans. In addition, the resources of all state agencies can be made available in the event of an emergency to transport those whose mobility is impaired (whether or not they are institutionalized).
