SUMMARY

- SEQUOYAH, DOCKET NOS. 50-327 AND 50-328 This refers to the Management Meeting conducted at our request, in the Region II office, on February 26, 1987.

The meeting was held to discuss how Sequoyah is presently meeting its Technical Specifications with respect to the plant operations review committee, as well as any long term and interim changes planned to adopt the " qualified reviewer" concept. A summary of the meeting topics is provided in Enclosure 1 and a list of attendees is shown in.

Licensee handout material is included as Enclosure 3.

It is our opinion that this meeting was beneficial in that we feel it provided both the NRC and TVA a better understanding of the issues.

In accordance with Section 2.790 of NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

SUMMARY

On February 26, 1987, representatives of Tennessee Valley Authority (TVA) met with the NRC, at NRC's request, in the Region II office. The topic of discus-sion was how Sequoyah is presently meeting its Technical Specifications (TS) with respect to the plant operations review committee (PORC), as well as any long term and interim changes planned to adopt the " qualified reviewer" concept.

The NRC opened the meeting by providing a brief enforcement history of PORC related matters, with emphasis on recent findings concerning PORC quorum / membership and PORC's personal knowledge of items being addressed in the PORC meetings. Also expressed was a concern regarding the apparent impact that PORC related activities seem to have on plant management's time.

TVA acknowledged that prior to violation 50-327,328/86-46-07, the intent of the PORC staff listing in TS was not being met since PORC members were identified by job categories instead of individuals.

They reconfirmed that this problem was subsequently corrected by Revision 16 to their Standard Practice SQA-21.

In order to address the subject of PORC's personal knowledge of items being approved during PORC meetings, TVA described the review processes associated with licensee event reports, instruction change forms, work plans, temporary alteration change forms, TS change forms, reactor trip reviews, etc.,

this presentation indicated that PORC members received personal knowledge on all items except for those associated with plant instructions (i.e., surveillance instructions, maintenance instructions, etc...).

The licensee stated that the review of new plant instructions and instruction changes is delegated by PORC to designated staff engineers.

Any comments generated by this staff engineering review are given to the document preparer and resolved prior to PORC's approval. PORC is provided a brief document description, a copy of the document, and the staff engineering review questions with the related resolutions. PORC's approval is subsequently based on memoranda from the staff engineers that conducted the review and/or their initials on the document routing sheet.

Consequently, in order to enhance PORC's personal knowledge with plant instruction documents that are up for approval, TVA indicated that starting today (2/26/87) the document preparer will be making a detailed presentation on each document during the PORC meeting.

The' use of a detailed syllabus is also being considered, and SQA-21 will be revised in the near future to require the document preparer to either provide a detailed syllabus or make a detailed presentation to the PORC prior to their approval of plant instruction documents. Additionally, TVA agreed to ensure that the general guidance provided to the designated engineering staff reviewers is adequate and l

requires the same level of review by each one.

With respect to the NRC concern that overwhelming PORC activities appear to be severely impacting on plant management's time, TVA indicated that each p0RC member expands anywhere from 10-12 hours a week during outages such as this one; but this is drastically reduced to approximately 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> a week when operating. NRC pointed aut that even after Unit 2 restarts, the PORC will l

r-2 still be involved with. Unit I restart, as well as preparations for Unit 2 refueling. TVA acknowledged this fact, and indicated that they are going to great lengths to prepare and submit the " qualified reviewer" TS change. This change would specifically address intent /non-intent changes and greatly reduce PORC s work load through the use of a " qualified reviewer" process.

In closing, NRC stated that the planned changes to SQA-21 would be reviewed for adequacy. TVA was also told that they should ensure that the PORC meeting minutes reflect all matters addressed during each meeting. Finally, NRC urged TVA to submit their TS change as soon as possible..
