Dear Ms. Weiss,
Thank you for your letter dated March 16, 1987, wh'ich recommends that we modify the previously established date for submission of contentions in this proceeding (March 30,1987) to await the distribution of the Staff safety and environmental review documents. We understand those documents will not be issued by March 30.
In NRC licensing proceedings, it is not the usual practice to postpone the consideration of contentions until af ter issuance of the Staff review documents. The dates we previously established take into I
account the target dates established by 10 C.F.R. 5 2.751a (which serve as useful guidance in a license amendment proceeding). Although there possibly could be some advantages in adopting your suggestion, to do so would be inconsistent with guidance set forth by the Commission in Duke Power Co. (Catawba Nuclear Station, Units 1 and 2), CLI-83-19,17 NRC 1041(1983).
For that reason, we will adhere to the schedule previously established, under which contentions must initially be filed by March 30, 1987.
Further schedules will of course be open for discussion at the prehearing conference scheduled to commence on April 21, 1987.
