DOCKET NOS. 50-327 AND 50-328 SEQUOYAH NUCLEAR PLANT RADIOLOGICAL EMERGENCY PLAN REVIEW We have completed our review of. Revision 27 to the Sequoyah Nuclear Plant Radiological- Emergency Plan. The review indicated that, with one exception, the changes contained in this revision are consistent with the planning standards of

-10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.

The -'noted exception involved the deletion in Revision 27 of- Initiating l Condition- 16(d) for Alert . (Section A.I.2, p. 87). In a telephonic discussion )

with Mr. J. L. Kreh of our staff on February 17, 1987, Mr. J. R. Ford of your l staff stated that the deletion was inadvertent, had already been detected by the '

licensee, and that the material in question would be restored in Revision 18.  ;

Please be reminded that 10 CFR 50.54(q) requires ' that proposed : changes which decrease the effectiveness of your emergency plan shall not be implemented without application to and approval by the Commission. However, changes may be

.made without Commission approval if such changes do not decrease the effectiveness of the plan, and if the plan, as changed, continues to meet the ,

standards of 50.47(b) and the requirements of Appendix E to 10 CFR Part 50. If a l change is made without approval, you should furnish copies in accordance with

10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of Section V of Appendix E to 10 CFR Part 50.
