Enclosed is the inspection report of the team inspecticn conducted by Mr. G. T.
Hubbard and other NRC representatives en December 8-12, 1986 at the Sequoyah
Nuclear Pcwer Plant (SON) of activities authori:ed by NRC Licensee Nos. DPR-77
and DPR-79. The team's findinos were discussed with Mr. H. L. Abercrombie and
other members of your staff on December 12, 1986 and summarized in Mr. J. M.
Taylor's letter to you dated January 16, 1987.
This inspection was a continuation of the equipment qualification (EQ) inspec-
tions being conducted by the NRC to review SON's compliance with 10 CFR 50.49
orier to plant restart. This inspection focused on maintenance activities for
environmentally cualified equipment with special emphasis on SCN's approach
fnr assuring that as installed and as maintained equipment is in accordance
with cualification documentation.
In conjunction with this, the team reviewed
specific findings from previous NRC inspections as they related to EQ activities.
Withir these areas, the inspection consisted of examination of selected proce-
dures and records, interviews with personnel, and observations by the inspectors.
The inspection identified no programmatic deficiencies with regard to the SnN
maintenance of environmentally cualified equipment. Based on the tears' reviews
and evaluations, Open Item 50-327,328/86-01-05 and Unresnived Item 50-327,328/
86-42-02 from previous NRC inspection reports are considered resolved. Addi-
tionally, the concerns identified in Mr. Taylor's letter to you dated July 31,
1986, are considered resolved.
The inspection team determined that the " piece part" procurement violation iden-
,tified in Inspection Report 50-3?7,328/86-61, dated November 14, 1996, affected
ervironmentally qualified equiprent. Since qualified equipment is affected, the
EQ inspection team will folicw the resciution of the " piece part" issue to
at:ure adequate resolution relative to qualified equiprant prior to restart.
Prime responsibility for resciution of the overall issue will remain with the
inspection tean identifying the violation.

SON's corrective actions relative to other unresolved E0 deficiencias identified
in Inspection Report 50-327,328/86-01, dated August 15, 1986, will be evaluated
during the EQ inspection scheduled to be conducted following TVA certification
that the SON EQ pronran is complete and prior to restart.
Additional details of the inspection are discussed in the enclosed inspection
report. We are available to discuss any questions you have concerning this
inspection.
