Gentlemen:

This refers to the inspection conducted by Messrs. J. G. Luehman and T. R. Staker

of this office during the period February 1-28, 1987, of activities authorized

by NRC Operating License NPF-38 for Waterford Steam Electric Station Unit 3,

and to the discussion of our findings with N.S' Carns and other members of your

.

staff at the conclusion of the inspection.

-Areas examined during the inspection included plant status; licensee event

report (LER) followup; followup on previously identified items; monthly

maintenance; monthly surveillance; routine operational safety inspection; plant

startup from refueling /startup testing-refueling; potentially generic items;

information notices; IE bulletins; allegation followup; and cold weather

preparation. Within these areas, the inspection consisted of selective

examination of-procedures and representative _ records, interviews with

personnel, and observations by the NRC inspectors. The inspection findings are

documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

We have also examined actions you have taken with regard _to previously

identified inspection findings. The status of these items is identified in

paragraph 5 of the enclosed report.
