Fay Vice President Nuclear Power Department 231 West Michigan, Room 308 Milwaukee, WI 53201 Gentlemen This is to acknowledge receipt of revisions to the Point Beach Nuclear Plant Emergency Plan dated January 14, 1986.

These revisions (EP 5.0 Revision 27, EP 6.0 Revision 25, EP 7.0 Revision 25), Appendix B, Revision 4, and Appendix I, Revision 3, were received in our office on January 20, 1987.

We have reviewed the changes to the Point Beach Nuclear Plant Emergency Plan and determined that they are consistent with the requirements of 10 CFR 50.54(q) and do not decrease the effectiveness of the emergency plan. These changes are, therefore, acceptable.

Revision 4 to Appendix B has deleted references to Security events.

From previous discussions, we understand that Security event Emergency Action Levels and resulting actions have been or will be made a part of the Safeguards Contingency Plan.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your emergency plans which may decrease their effectiveness. However, if your safety review assures no decrease in emergency preparedness effectiveness, then such changes may be made without prior NRC approval.

In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
