MAR 131987 Docket No. 50-461 Illinois Power Company ATTN: Mr. W. C. Gerstener Executive Vice President 500 South 7th Street Decatur, IL 62525 Gentlemen:
This is to acknowledge receipt of Revision 6 to Appendices A and B of the Clinton Power Station Emergency Plan dated February 4, 1987. This revision was received in our office on February 9, 1987.
We have reviewed the changes to the Clinton Power Station Emergency Plan and determined that they are consistent with the requirements of 10 CFR 50.54(q) and do not decrease the effectiveness of the emergency plan. These changes are, therefore, acceptable.
Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your emergency plans which may decrease their effectiveness. However, if your safety review assures no decrease in emergency preparedness effectiveness, then such changes may be made without prior NRC approval.
In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
Should you have any questions regarding this letter, please contact Mr. James E. Foster of my staff at (312) 790-5655.
Sincerely, r
