MANIPULATION OF MANUAL CONTAINMENT ISOLATION VALVES DURING POWER OPERATIONS Re:

Haddam Neck Plant The Commission has issued the enclosed Amendment No. 90 to Facility Operating License No. DPR-61 for the Haddam Neck Plant.

This amendment is in response to your. application dated December 24, 1986.

This amendment revises the second note of clarification to the definition of Containment Integrity, Technical Specification Section 1.8.2b, by including two additional valves (CC-V-884 and SS-V-999A). Also, this note has been revised to: (1) allow these manual containment isolation valves to be opened to perform periodic surveillance, (2) ensure that technical specifications limits are maintained, or (3) ensure that system operability is maintained. The previous version of this note allowed valve SA-V-413 to be opened in suppcrt of maintenance activities.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on January 28, 1987 (52 FR 2878). No comments or requests for This amendment w's discussed with the State of hearing were received.

Accordingly, the license-is amended by changes to the technical specifications as indicated in the attachment to this license amendment and Paragraph 2.C.(2) of Facility Operating License No. DPR-61 is hereby amended to read as follows:

(2) Technical Specifications The technical specifications contained in Appendix A, as revised through Amendment No.-90, are hereby incorporated in the license.

The licensee shall operate the facility in accordance with the technical specifications.

This license amendment is effective as of its date of issuance.
