GENERIC LETTER 83-28, ITEM 4.5.1 The staff has completed its review of your response to Generic Letter 83-28, Item 4.5.1 relating to the required actions based on the generic implicationsoftbeSalemATWSevents. The staff agrees that the Fort St.
Vrain (FSV) reactor trip system is not the same as those of BWRs and PWRs.
Also, the staff agrees that FSV has diverse reactor shutdown capability which is independent of the system normally used in emergencies.
The staff has reviewed the FSV surveillance requirement, established to assure control rod and reserve shutdown system reliability, provided in your letter dated June 7, 1985 and concludes that the reliability verification testing for the FSV reactor trip shutdown systems is acceptable.
The staff's Safety Evaluation is enclosed.
