Gentlemen:
Enclosed for your review, prior to our scheduled meeting of March 17, 1987,
is the SALP 6 Board Report for the Braidwood Station, covering the period
December 1, 1985, through November 30, 1986.
In accordance with NRC policy, I have reviewed the SALP Board assessment and
concur with their ratings. Overall,'we find that your performance was
acceptable and directed toward quality construction, and safe initial startup
activities. Your performance had either remained the same or improved in
all functional areas during the assessment period resulting in either
Category 1 or 2 ratings. This represents a significant accomplishment
considering the transitional construction /preoperational/ operational phases
that the station underwent ar.d the extensive effort required by you to resolve
construction and licensing issues, all of which required a large commitment
of resources. However, a continued high level of management attention should
be directed toward the implementation of the operational program to assure
continued good performance. Highlights of the report are set forth below:
1.
Several functional areas relating to the plant construction area,
identified separately in the previous SALP reports, have been consolidated
into a single " construction" functional area in this report. This area
was rated Category 2, and represents the successful completion of
construction for Braidwood Unit 1 and acceptable performance for
construction of Braidwood Unit 2.
2.
In the functional areas of Operational Readiness and Initial Fuel
Loading, Preoperational Testing, and Quality Programs and Administrative
Controls Affecting Quality your performance was rated Category 1 with
the later two representing an improvement from Category 2s in the
previous assessment. These ratings are in recognition of the outstanding
work the Braidwood station has done in resolving the issues mentioned
above and in conducting testing and initial fuel loading activities.
3.
All other functional areas were rated Category 2, with no functional area
rating declining since the previous assessment.

While you will have sufficient opportunity to present your coments at the
meeting on March 17, we also request written comments within 30 days after
the meeting. Upon receipt, your comments will be evaluated and our conclusion
relative to them will be provided to you.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the SALP
Report will be placed in the NRC's Public Document Room.
No reply to this letter is required at this time; however, should you have any
questions concerning the SALP Report, we would be pleased to discuss them with
you.
