Gentlemen:
This refers to the Systematic Assessment of Licensee Performance (SALP) Board
Report of Arkansas Nuclear One, Units 1 and 2.
The SALP Board met on
February 18, 1987, to evaluate the performance of the subject facility for the
period July 1, 1985, through December 31, 1986. The performance analyses and
resulting evaluations are documented in the enclosed SALP Board Report.
It is my view, based on this SALP Board Report, that your overall performance
was at a high level during this assessment period. I am pleased to note that
many of the programs that you initiated several years ago for improving performance
are now showing results. This is apparent from the improvements in the functional
areas of Plant Operations and Training and Qualification Effectiveness.
- The Board determined that your performance in the functional area of Security
has declined and has made a number of recommendations. Your attention is
directed to these. One other activity, your design change process, was noted
by the Board as deserving additional attention to cause needed improvement.
'This is discussed under the functional area of Quality Programs and
Administrative Controls Affecting Quality. The Board noted that you have
initiated changes to your process for controlling design changes. We look
forward to improved performance in this area.
Unless you specifically request it, a management meeting will not be scheduled
for this reporting period. Any request for a manageme.nt meeting should be
made, in writing, within 10 days of receipt of this report.
We request that you advise us, in writing, of actions you plan to take in
response to the performance Category 3 rating in the functional area of
security. Your response should include an implementation schedule for your
actions. You may also address any comments you have regarding our evaluation
of the performance of other functional areas. Your response should be
submitted to this office within 30 day of the issuance of this SALP report.
Your comments and our disposition of the same will be issued as appendices to
the SALP board report.
