This letter refers to telephone conversations between yourself and other members of ycur staff and Mr. N. J. Chrissotimos and other members of my staff on February 27, 1987, concerning the performance of the Dresden_ Station licensed operators on NRC Requalification Examinations administered during the week of January 26, 1987.
The results of these examinations indicate that 6 of the 12 (50%) of the operators examined failed.
In accordance with the guidance contained in NUREG 1021 regarding requalification program evaluations, it is our determination that the Dresden Station requalification program is unsatisfactory.
Based on these conversations it is our understanding that Comonwealth Edison will:
A.
While in the cold shutdown condition, the Dresden Units 2 and 3 control room will be staffed with a licensed SR0 as an advisor who has passed either the NRC administered requalification exam or has passed an NRC
-license examination since January 1,1986.
B.
When in other than the cold shutdown condition, the Dresden Units 2 and 3 control room will be staffed by a licensed SRO and as a minimum, a licensed R0 at the controls of each operating unit who meets the criteria identified in Item A above.
C.
Remove from licensed duties those R0's and SR0's who failed the NRC administered requalification exams until such time that these individuals successfully complete an NRC approved accelerated upgrade training program or an NRC adniinistered examination.
D.
Meet with the NRC at the Region III office on March 3,1987 to present your upgrade program plans and implenentation schedule.
