RELOAD ANALYSIS REPORT FOR CYCLE 2 AT WATERFORD 3 The staff has reviewed the Reload Analysis Report for Cycle 2 operations at Waterford Steam Electric Station, Unit 3, submitted by letters dated August 29 and October 1, 1986.
Details of the staff's review are contained in the enclosed safety evaluation (Enclosure 1). Review of the Waterford 3 Cycle 2 Shoulder Gap Evaluation report and the applications for changes to the Appendix A Technical Specification have been issued in separate safety evaluations.
The staff concludes that the fuel, physics and thermal-hydraulic design and the transient and accident analyses presented on the Waterford 3 Cycle 2 Reloed Analysis Report are acceptable, provided the commitment is met to reanalyze the large break LOCA (including a new break spectrum), as described in your letter of December 23, 1986.
