Dear Mr. Stolz:
This letter is in response to NRC's letter dated October 7, 1986, regarding Proposed Amendment No. 146, submitted June 13, 1986. This letter cited as unacceptable the District's retention of the term, " LICENSEE EVENT REPORT",
in lieu of the recommendation in Generic Letter 83-43 to change the term,
" REPORTABLE OCCURRENCE" (not presently used by the District for Definition 1.8), to " REPORTABLE EVENT."
In incorporating the changes recommended in Generic Letter 83-43 into the Rancho Seco Technical Specifications, the District was not aware that use of the term, " REPORTABLE EVENT", in lieu of our " LICENSEE EVENT REPORTS" was mandatory, thus was left unchanged.
However, in the interest of obtaining NRC's resumption of processing Pro-posed Amendment No. 146, the required change has been made and the affected page submitted herewith. For review convenience, the other technical spec-ifications pages, as orginally submitted, are also enclosed.
