Dear Mr. Denton:

Reference (a) transmitted to the NRC a copy of Commonwealth Edison Company's " Final burrimary Report of the Human Factor Review for the Zion Station Emergency Response Facilities". This document was provided in response to the commitments made in references (b) and (c).

Reference (a) also stated that the human factors findings regarding the Technical Support Center (TSC) were undergoing additional evaluations to determine the appropriate resolutions. This letter is providing the disposition of these findings regarding the TSC.

The report transmitted with reference (a) identified a number of findings regarding the overall size of Zion's TSC.

This issue has been carefully reviewed since the issuance of reference (a).

The conclusion of this review is that the resolution of these findings is not practical within the constraints of the existing TSC's size. Therefore, Commonwealth Edison Company intends to construct a new, larger TSC for Zion Station.

The overall design process has been initiated for this effort. The' specific human factors concerns discussed in reference (a) will be incorporated into the new TSC design effort as part of the design's human factors review.

o' Mr. H. R. Denton January 19, 1987 This construction project is a major undertaking and will involve substantial amounts of preplanning, financial analysis and interface with numerous contractors. Therefore, Conunonwealth Edison Company will develop a construction schedule and provide it to the NRC by July 1, 1987.
