Dear Mr. Denton:

Reference (a) transmitted an Order confirming Commonwealth Edison

i Company's commitments for completing the basic requirements of Supplement 1 to NUREG-0737.

Included in these commitments was the requirement to declare h

both the Technical Support Center (TSC) and the Emergency Operations Facilities (BOF) fully functional.

l Reference (a) had characterized the TSC'and EOF as " complete", but stated that these facilities would not be considered to be fully functional N

l until the changes resulting from Regulatory Guide 1.97'and human factors l

review are implemented. Reference (b) clarified Commonwealth Edison's commitment by stating that a schedule for these modifications to the TSC and.

EOF would be submitted by November 1, 1986. This letter is responding to

" Final Summary Report of the Human Factors Review for the Zion Station Emergency Response Facilities." Bach human factors' finding for the,BOF has an associated disposition. The TSC findings are presently undergoing

e' Mr. H. R. Denton October 31, 1986 additional evaluation to determine the appropriate resolutions and to ascer-tain the proper design changes to facilitate the TSC function. Commonwealth Edison will provide a status report on this effort by January 15, 1987.
