Dear Mr. Stello:
The Federal Dnergency Management Agency (FEMA) has coupleted an analysis of the prorpt alert and notification system for the Oyster Creek Nuclear Generating Station in Iacey and Ocean Townships, New Jersey. This review has been ccmpleted pursuant to FEMA Rule 44 CFR 350; selected evaluative criteria and Appendix 3 in NUREG-0654/ FEMA-REP-1, Pavision 1; and FEMA-REP-10 the " Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants". The enclosed report entitled " Oyster Creek Nuclear Generating Station Site-Specific Offsite Radio-logical Energency Preparedness Alert and Ittification Systen Quality Assurance Verification" sumnarizes the engineering design review, incorporates the results of the telephone survey of the public conducted inTnediately following activation of the alert and notification syste on April 15, 1986, and confirms the adequacy of the applicable evaluative criteria fran NUREU-0654/ FEMA-REP-1, Revision 1, and FEMA-REP-10.
Based on the engineering design review ard the results of the telephone survey, FEMA has determined that the alert and notification system installed around the Oyster Creek Nuclear Generating Station satisfies the requirenents of NUREG-0654/
FEMA-REP-1, Revision 1, and FDiA-REP-10. Therefore, there is reasonable assurance that the systen is adequate to pranptly alert and notify the public in the event of a radiological emergency at the site. A full review of the offsite radiological emergency preparedness plans site-specific to the Oyster Creek Nuclear Generating Station will be completed by FEMA in accordance with FEMA Rule 44 CFR 350 at a later date.
