Dear Mr. Mroczka:

SUBJECT:

PRESSURIZED THERMAL SH0CK, 10 CFR 50.61 (TAC #60366) f We have completed our review of your submittal for Millstone Unit 3, dated i Janua ry 23, 1986 and Section 5.3 of the Millstone Unit 3 Final Safety  !

/nalysis Report (FSAR) concerning Pressurized Themal Shock.

Based upon our evaluation, we find that the estimated value of the fast i neutron fluence to the pressure vessel to have conservative error margins and  ;

thus is acceptable. The value of the RT based on this fluence estimate is  !

lessthanthe10CFR50.61screeningcri@ionandisacceptable. In I addition, the controlling raterial has been properly identified. The  ;

justifications given for copper and nickel contents and the initial RT l 4 tcceptable. The margin has seen derived from consideration of the basNT forare '

these values, following the PTS Rule Section 50.61 of 10 CFR Part 50.  ;

We request that you submit periodic future reevaluations of the RT and the  ;

corresponding coniparison with the predictions contained in ycur Pts i January 23, 1086 submittal and Section 5.3 of the FSAR. Such submittals could be r.ade at the sarre tirte as the Pressure-Terrperature operating limits which are required by 10 CFR 50 Appendix G. j The staff concludes, based on the considerations discussed above, that the f Millstone Unit 3 plant satisfies the fracture tcughness requirentents for r protection against pressurized themal shock. t The reporting and/or recordkeeping requirerents contained in this letter i i affect fewer than 10 respondents; therefore, CMB clearance is not required  !

under P.L.96-511. l l
