LINITING CONDITION FOR OPERATION 3.6 PRIMARY SYSTEM BOUNDARY 1

During all modes of operation except COLD SHUTDOWN and REFUEL CONDITION, all safety related snubbers shall be OPERABLE.

If a snuloer is determined to be inoperable, continued reactor 1

If a snubber is determined to be inoperable while the reactor is in i

the COLD SHUTDOWN or REFUEL CONDITION, the snubber shall be made OPERABLE, or replaced, prior to reactor startup.

i Each snubber shall be demnstrated OPERABLE by performance of the follow-ing augmented inservice inspection program.

i Visual inspections shall be conducted in the following manner-(a) in the case where the attachments to the foundation or support-ing structure are found to be insecure, the cause of the rejection i

shall be clearly established and remedied for that particular

snubber and for other snubbers that may be generically susceptible (snubbers found to have insecure attachments to their foundation or t

supporting structure shall not be included in the table of 4.6.1.1 for determination of the next inspection interval); or (b) if there are visual indications of damage or impaired OPERABILITY, the affected snubber shall be tested in the as-found condition and, if L

i determined OPERABLE per specifications 4.6.1.4(a) or 4.6.I.4(b), as l

applicable, may be excluded from the number of snubbers counted as

having failed the visual inspection, Snubbers which appeared a

inoperable as a retult of visual inspections may be determined OPERABLE for the purpose of establishing the next visual inspection t

interval provided that the above procedure is adhered to.

However, j

i when the fluid port is found to be uncovered, the snubber shall be i

determined to be inoperable and cannot be determined operable via functional testing for the purpoacs of establishing the next visual inspection interval.

Snubber Tests i

At least once per eighteen (18) months, during shutdown, a represen-tative sample (10% of the total of each type of snubbers, mechanical I'

and hydraulic, in use in the plant) shall be tested either in place or in a bench test.

For each snubher that does not meet the test acceptance criteria of Specification 4.6.I.4(a) or 4.6.I.4(b), as applicable, an additional 5% of that type of snubber shall be r

tested.

Testing shall continue until no Idditional inoperable snubbers are

found within a sample or until a'.1 snubbers have been tested.

The l

representative sample selected fw testing shall include the various configurations, the range of size and capacity of snubbers, and the l

operating environment of all snJbbers.
