Dear Mr. Cavanaugh:

By letter dated July 1,1980, we notified you of the discovery of Fuel Assembly (FA) Holddown Spring failures at the Davis-Besse facility, and requested information regarding these springs at the Arkansas Nuclear One, Unit No.1, facility. We have reviewed your response of August 27, 1980, and consider that the matter of failed springs has been addressed satisfactorily in all respects except for future surveillance. For our review of all Babcock & Wilcox licensee submittals, at least one spring failure (at Crystal River 3) appears not to be related to material of improper metallurgical condition as in the case of the Davis-Besse spring failures.

We have discussed this with your staff and your staff has agreed to a comitment to perform a 100% infraction of the core FA holddown springs during the current refueling outage and to report any noted spring fail ures.
