Dear Mr. Miraglia:

Proposed Amendment No. 121, submitted June 18, 1986, requested NRC approval to delete surveillance of the Upper Dome Air Circulators from the Rancho Seco Technical Specifications.

In the course of NRC's review of the proper 2d amendment, the District was requested to give assurance that Rancho Seco emergency procedures have or will have provisions specifying operability of the emergency coolers or containment spray system for a minimum 30 day post-LOCA period.

This letter is to advise that upon NRC approval of Proposed Amendment No. 121, the procedures providing instructions for post-LOCA containment control will be revised. The revision will require appropriate operation (intermittent or continuous) of either the emergency coolers or containment spray system over a 30 day period, or until containment buildin8 sampling indicates hydrogen production or concentration is no longer a hazard.

It is desired that this proposed amendment be approved prior to restart.

Therefore, it is requested that expeditious review of this proposed amendment by the NRC be resumed.
