Gentlemen:

This refers to the inspection conducted by Mr. R. A. Caldwell of this office

during the period September 15-19, 1986, of activities authorized by NRC

Operating License DPR-34 for Fort St. Vrain Nuclear Station, and to the

dircussion of our findings with Mr. J. W. Gahm and other members of your staff

at the conclusion of the inspection.

Areas examined during the inspection included access control personnel and

testing and maintenance. Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews

with personnel, and observations by the NRC inspector. The inspection

findings are documented in the enclosed inspection report.

On August 22, 1986, you reported to the NRC that a security watchperson alleged

that he had entered the protected area with a concealed weapon in June 1986.

Information developed during the NRC inspection indicated there may have been

an inadequate search by your security staff. However, we are left with

conflicting statements from the person stating he performed the search and the

person who stated he entered the site with a concealed weapon. Therefore,

information relating to the adequacy of that search and whether a search not

meeting regulatory requirements resulted in the introduction of the firearm to

the site is inconclusive. That being the case, no violation will be issued

unless new clarifying information is forthcoming.

During this inspection, it was found that certain related activities were in

vfolation of NRC requirements. Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

Federal Regulations. Your response should be based on the specifics contained

in the Nctice of Violation enclosed with this letter.

The material enclosed herewith contains Safeguards Information as defined by

10 CFR Part 73.21 and its disclosure to the unauthorized individuals is

prohibited by Section 147 of the Atomic Energy Act of 1954, as amended.

Therefore, the material, with the exception of the report cover page, which is

an inspection summary, will not be placed in Public Document Room.
