Dear Mr. Briam:

Pursuant to NUREG-0654. Revision 1, Appendix 1, the following is a summary report concerning an Unusual Event at the Diablo Canyon Power Plant site.

l At 1715 PST, January 2,1987, smoke was discovered in the area of the Unit 1 High l Pressure Turbine. The smoke was determined to be coming from lubricating oil

. smoldering in steam line insulation. Subsequent investigation has revealed the source of the oil to be a very minor bearing shaft seal leak. An Unusual Event was declared by the Shift Foreman at 1742 PST. The California Department of Forestry was called in and other emergency notifications were initiated.

Notifications were initially conducted to organizations as appropriate for a l Significant Event, rather than an Unusual Event and resulted in a delay of about li hours in notification of the County Sheriff. We are taking corrective 7

measures to assure this delay does not occur again. The unit was shutdown at 1818 PST and the fire was reported out at 1850 PST.

At 1916 PST, January 2,1987, the Unusual Event was concluded. This event 8.as in no way affected the health and safety of the public and no discharge of radioactive materials was made to the environment.
